Время ожидания: составляет 1 секунду при условии, что для выделения SCN требуется меньше времени.

The session is waiting for another process to allocate a system change number (SCN). If the time that the foreground process has been waiting for another process to receive an SCN has expired, then that foreground process will receive the SCN.

Timeout: is 1 second, assuming less time is needed to allocate the SCN.
